Արցախի նախկին պետնախարար Արտակ Բեգլարյանը գրում է․

«Ի պատասխան ՀՀ վարչապետ Նիկոլ Փաշինյանի վերջին ասուլիսի պնդման՝

Աբսուրդ ու վտանգավոր է պնդել, որ արցախահայությունը չի ցանկանում ՀՀ քաղաքացիություն ընդունել՝ ՀՀ զինված ուժերում չծառայելու նպատակով: Ինչու՞՝․
 
Հենց հոկտեմբերից հազարավոր արցախցիներ ցանկացել են մտնել զինծառայության, բայց նրանց մերժել են՝ ստիպելով ընդունել քաղաքացիություն: Վստահ եմ, որ կարիքի դեպքում, անկախ իրավական կարգավիճակից, արցախցիների ճնշող մեծամասնությունը զենք կվերցնի և կպաշտպանի Հայոց Հայրենիքը:

Առաջիկա տարիներին արցախահայության շրջանում ժամկետային զինծառայության տարիքի տղաների թիվը չի գերազանցելու մի քանի հազարը: Հետևաբար, Փաշինյանի փաստարկի տրամաբանությունը հասկանալի չէ, թե ինչու ժողովրդի մնացած գերակշիռ մասը չի ցանկանում ընդունել քաղաքացիություն, եթե իրենց ընտանիքներում ժամկետային զինծառայության տարիքի տղաներ չկան:

Իրականում, բացի մի մասի սոցիալական բնույթի մտավախություններից, ճնշող մեծամասնությունը մտավախություն ունի, որ ՀՀ քաղաքացիություն ընդունելով՝ կարող է փակվել Արցախ վերադարձի հեռանկարը: Ուստի, եթե ցանկանում եք, որ արցախցիները զանգվածայնորեն ընդունեն ՀՀ քաղաքացիություն, ապա պետք է ապահովել մեր հավաքական վերադարձի քաղաքական պահանջն ու քայլերը ՀՀ կողմից: Արցախցին ցանկանում է ապրել Արցախում՝ անվտանգ ու արժանապատիվ կերպով, և պետք չէ լրացուցիչ չափով հարվածի տակ դնել այդ հնարավորությունը:

Պետք է խիստ զգույշ լինել արցախցիների հանդեպ լրացուցիչ բացասական տրամադրություններ չխթանելու հարցում՝ խուսափելով անհիմն ու արհեստական ընդհանրացումներից»,- Facebook-ում գրել է Բեգլարյանը։
