«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Հայաստանի Հանրապետությունից մի շարք ապրանքների՝ դեպի Եվրասիական տնտեսական միության երկրներ տեղափոխման և երրորդ երկրներ արտահանման ժամանակավոր արգելք կիրառելու մասին» որոշման նախագիծը: Հայաստանում սև մետաղների արդյունավետ հանքավայրերի (ինչպես նաև՝ մետաղական պղնձի արտադրության) բացակայության պարագայում հայկական մետաղամշակման ընկերությունները որպես հումք օգտագործում են մետաղի տեղական ջարդոնն ու թափոնը։ Հայաստանի մետաղագործական և մետաղամշակման ձեռնարկությունները մետաղական հումքով ապահովելու համար խիստ արդիական է սև և գունավոր մետաղների ջարդոնի ու թափոնների արդյունավետ օգտագործման խնդիրը։

Հանդիսանալով Հայաստանի համար ռազմավարական արտադրանք՝ սև և գունավոր մետաղներից արտադրանքը կարևոր նշանակություն ունի երկրի պաշտպանունակության և պետական անվտանգության բարձրացման համար։ Ուստի կարևորվում է Հայաստանի մետաղագործական և մետաղամշակման ձեռնարկություններին հումքով ապահովելու հարցը, ինչն անհրաժեշտ է սև և գունավոր մետաղներից պատրաստի արտադրանք ստանալու համար։ Վերջին տարիների փորձը ցույց է տվել որպես հումք ներմուծվող սև և գունավոր մետաղների ջարդոնով կամ նախապատրաստվածքով աշխատելու տնտեսական աննպատակահարմարությունը՝ պայմանավորված դրանց բարձր գներով, երկաթուղային տրանսպորտով ուղղակի առաքման հնարավորության բացակայությամբ ու լոգիստիկ մեծ ծախսերով:

Ներմուծված հումքով տեղական ձեռնարկությունների արտադրած վերջնական արտադրանքը բարձր ինքնարժեքի պատճառով ներքին շուկայում դառնում է ոչ մրցունակ։ Վերջին տարիներին ԵԱՏՄ ընդհանուր շուկայում ձևավորված բարձր գների պատճառով նկատվում էին Հայաստանից սև և գունավոր մետաղների ջարդոնի ինտենսիվ արտահանման գործընթացներ։ Նշված գործընթացները չկանոնակարգելու դեպքում տեղական մետաղագործական և մետաղամշակման ոլորտի (ինչպես նաև մալուխների և լարերի արտադրության) տասնյակ ձեռնարկությունները ստիպված կլինեն որպես հումք օգտագործել բացառապես ներմուծվող մետաղի ջարդոնը կամ նախապատրաստվածքները: Բացի դա, կարևորելով մետաղական հումքով տեղական մետալուրգիական ընկերությունների ապահովման հարցը՝ ԵԱՏՄ որոշ երկրներ նույնպես արգելել կամ սահմանափակել են սև և գունավոր մետաղների արտահանումը (այդ թվում՝ դեպի ԵԱՏՄ երկրներ)։

Կառավարության թիվ 2269-Ն որոշմամբ 6 ամիս ժամկետով արգելվել է սև և գունավոր մետաղների ջարդոնի ու թափոնի, ինչպես նաև դրանցից պատրաստված որոշ ապրանքների արտահանումը։ Ըստ նախարարության, արտահանման արգելքի կիրառման արդյունքում զգալի աճել են տեղական արտադրության ծավալները, մասնավորաբար՝ 2022-2024 թթ. կատարվել են ներդրումներ ոլորտում։ Ուստի, առաջարկվում է սահմանել սև և գունավոր մետաղների արտահանման արգելքի նոր ժամկետ, որը կգործի 2024 թ.-ի հուլիսի 30-ից մինչև 2025 թ.-ի հունվարի 30-ը։
