ՀԱՊԿ անդամ երկրների միջև ընդհանուր աշխարհաքաղաքական իրավիճակի սրման հետ կապված անհամաձայնության ակնհայտ նշաններ չենք արձանագրում։ Բայց դա չի նշանակում, որ մենք՝ որպես միջազգային կազմակերպություն, հիբրիդային հարձակումների թիրախ չենք դառնում։ Հաշվի առնելով այն հանգամանքը, որ ՀԱՊԿ-ի գործունեությունը հիմնված է «փափուկ դաշինքի» վրա, այսինքն՝ չկա խիստ բլոկային կարգապահություն, դաշնակիցներին հաջողվում է դրական հարաբերություններ պահպանել միմյանց հետ՝ չնայած նրանցից յուրաքանչյուրի վրա գործադրվող այս կամ այն չափով ճնշմանը։ Այս մասին ասել է ՀԱՊԿ գլխավոր քարտուղար Իմանգալի Տասմագամբետովը News.ru–ին տված հարցազրույցում։

Նրա խոսքով՝ ՀԱՊԿ անդամ երկրների վերլուծաբանները նշում են Հարավային Կովկասում իրավիճակի վատթարացման միտումների մասին։ 

«Ակնհայտ է, որ նման ռիսկեր կան։ Առավել մեծ պատասխանատվությունը կրում է տարածաշրջանի երկրների քաղաքական ղեկավարությունը, առաջին հերթին՝ իրենց ժողովրդի առջեւ։ ՀԱՊԿ քարտուղարությունն իր հերթին միշտ պատրաստ է լուծել տարածաշրջանում անվտանգության ապահովման խնդիրները՝ կազմակերպության նպատակներին, ստորագրված փաստաթղթերին և հայտարարված նախաձեռնություններին համապատասխան, ինչպես քարտուղարությունը բազմիցս հայտարարել է»,– ասել է նա։

Տասմագամբետովը նշել է, որ Հայաստանն իսկապես զգալիորեն կրճատել է իր գործունեության ծավալը որպես կազմակերպության անդամ, սակայն, այնուամենայնիվ, աշխատանքները շարունակվում են, քարտուղարության օրակարգում ընդգրկված բոլոր հարցերը քննարկվում են աշխատանքային կարգով։ ՀԱՊԿ-ն ուզում է, որ Հայաստանը հստակություն մտցնի կազմակերպությունում իր հետագա աշխատանքի առումով, քանի որ դա օգտակար կլինի պլանավորման հարցերում։

Պատասխանելով հարցին, թե ինչ կկորցնի ՀԱՊԿ–ն, եթե Հայաստանը դուրս գա կազմակերպությունից, նա ասել է․ 

«Հարցն այն չէ, թե ով ինչ կկորցնի։ Խնդիրը բոլորովին այլ է։ Նման դաշինքին մասնակցելը արտոնություն է, որի շնորհիվ խելամիտ մոտեցմամբ մասնակիցը հնարավորություն է ստանում լիարժեքորեն ապահովել ազգային անվտանգությունը։ Հատկապես, եթե երկրի աշխարհաքաղաքական դիրքն այնպիսին է, որ մարտահրավերներն ու սպառնալիքները տեղի վերլուծաբանների կողմից հաճախ գնահատվում են որպես էքզիստենցիալ»։
