ՀՀ ԿԳՄՍ նախարարի հրամանով հաստատվել է բարձրագույն կրթություն չունեցող ուսուցիչների 2024 թվականի կամավոր ատեստավորման ժամանակացույցը, համաձայն որի՝ դրանք տեղի կունենան մարտի 28-ին և 29-ին:

Հաշվի առնելով տվյալ ուսուցիչների լավագույն շահը և կարևորելով նրանց տարիների փորձառությունը՝ ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարությունը նախաձեռնել է արտահերթ կամավոր ատեստավորում: Հարկ է ընդգծել՝ այս փուլը չհաղթահարելու դեպքում ուսուցիչները հնարավորություն չեն ունենալու իրականացնել մանկավարժական աշխատողի գործունեություն՝ մինչև չապահովեն ուսուցչին ներկայացվող պահանջները:

Հիշեցնենք, որ «Հանրակրթության մասին» օրենքով ուսուցիչների համար դեռևս 2010 թվականին սահմանվել է բարձրագույն կրթության պահանջ: Օրենսդրական նշված պահանջի կատարումն ապահովելու նպատակով բարձրագույն կրթություն չունեցող ուսուցիչներին տրվել էր որոշակի ժամանակահատված, որը մի քանի անգամ արդեն իսկ երկարաձգվել է: Շատ ուսուցիչներ այդ ընթացքում ստացել են բարձրագույն կրթություն՝ կարգավորելով վերոնշյալ խնդիրը և ապահովելով օրենքի պահանջը:

«Հանրակրթության մասին» օրենքի 38-րդ հոդվածի 5-րդ մասի պահանջի ապահովման համար սահմանված էր ժամկետ՝ 2023 թվականի օգոստոսի 20-ը: Ըստ այդմ՝ ուսումնական հաստատությունում աշխատող այն ուսուցիչները, որոնք չէին համապատասխանում «Հանրակրթության մասին» օրենքի 26-րդ հոդվածի 1-ին կետով սահմանված պահանջներին, նշված ժամկետից հետո չէին կարող շարունակել իրենց մասնագիտական գործունեությունը:

Նախորդ տարի ոչ բարձրագույն կրթությամբ մասնագետներին տրվեց հավելյալ հնարավորություն՝ կամավոր ատեստավորման մասնակցության արդյունքում համապատասխան շեմը հաղթահարելու դեպքում շարունակել մասնագիտական աշխատանքը։

Հավելենք, որ բարձրագույն կրթություն չունեցող ուսուցիչները կամավոր ատեստավորման հայտագրումը նախատեսված էր 2024 թվականի փետրվարի 12-ից մինչև փետրվարի 21-ը:

Միաժամանակ տեղեկացնում ենք, որ ՀՀ ԿԳՄՍ նախարարությունը մշակում է աջակցության ծրագիր՝ բարձրագույն կրթություն չունեցող ուսուցիչների մասնագիտական զարգացման նպատակով: Ըստ այդմ՝ ծրագրի շահառու հանդիսացող անձը, որի մասնագիտական գործունեությունը դադարեցվել է, կարող է կրթություն ստանալ ուսուցչի որակավորում շնորհող բարձրագույն ուսումնական հաստատություններից որևէ մեկում. պետությունը կապահովի ուսման վարձի փոխհատուցում:
